Tiered level users?

    I want my site to have two levels off users, one with more “power”.
    Is this possible?
    I also want the lower tiered members to be able to send a contact form to the upper level ones.
    Kind of like an application I guess, which includes general information.
    If possible, I want this to be able to be organized by the upper level ones.

    I would TRULY appreciate any answers.

    Depends. If utilising the WP user roles would be acceptable, then this wouldn’t be too hard for you to build.
