User activation and acceptance of terms

Hello,
I am creating a Social site for my school. As this is a site for pupils, there will be no registration option all users will be created by admins/teachers.
Once i have created a user, i would like to be able to get a activation code for each user and make them go to domain.com/activate, and accept terms of use before activation.
Does anybody know how i can do this?
