User picture problem

I was attempting to fix a user photo that rotated 90 degrees in some cases (but not all) I deleted the picture and went to upload a new one and got this message.
Upload Failed! Error was: The uploaded file could not be moved to wp-content/uploads/avatars/3/avatars/3.
Clearly, this is the wrong directory. How do I fix this?
