Video Chat Extension Feature Request

I was wondering, is there any possibility to add the following functionality to user capabilities:
“I would like the option for members to connect via video chat or message. However this will be a blind video chat meaning when clicking on the “video chat” button there’s no picture shown, only audio. After a number of minutes of chatting each person has the option to uncover the video chat by clicking uncover button”
