Want to install a static personal page for each user

Hi,
I want to install a static personal page for each user. I would like to provide each user with a page that they can personalize and moderate. It should only show up in the “my account” section so that when I check someones profile, I can also see their personal page. I don’t want the possibillity to respond to posts on this page, just a page with content that can be moderated by the user himself. That means that only if you go to your own account the imput frame and the delete- or moderate-buttons should appear and ofcourse not when I click the account of someone else. Is there a plugin that does just that?
