"Whats New Box" – Comment, Favorite – Available Everywhere?

    Hello All,

    I would like to have the “Whats New” Box appear even when users are LOGGED OFF and have the username and password box appear beneath the box when they are logged off..

    I would also like the Comment, Favorite Box appear – and the username and password box appear if they are not logged in!

    Any ideas guys?
