why is the admin bar at the bottom in this user theme?

this is one of the themes i want to allow users to use – but the admin bar is at the bottom, anyone want to help me troubleshoot?

Bet you Â£5 that the theme doesn’t have a call to the wp_footer action?

i moved it – and it fixed it, it was being called too late in the footer i guess, TY, i didnt know how that tied in together!
