wp_signups table in WPMU

Hello.
I have a strange problem. My sendmail works not good, and some people can’t get activation links. I had activated them by going to http://abc.com/activate?key=*** for each user.
But after that these accounts were deleted from wp_signups table. But self-activated users are in this table with active=1.
Why is it so and is it right? For what there is a table wp_signup?
