buddypress admin-bar.css is not being found 404 error. Slowing site down

This code is slowing my site down and i cant understand why.
I set the site to its theme default(buddypress)and found the code in bp core. then I copied and put it in the location above. As of right now,I have the code in the core and the location above .When I tried to remove the code from the core and leave it in the above location ,it made the site slower. Where should I keep code located? Can someone give me some answers on what i need to do with the code?
