Uploaded BuddyPress & BP-Template-Pack and moved template folders; still not working

I get 404 pages when going to mywebsite.com/members or anything from the top panel bar.
Basically all Navigator links listed in Appearance -> BP Compatibility are 404

What would be the main cause of this?

It seems it might be the Permalink Settings that is causing it.

I am running IIS 6, PHP 5.0.41, MySQL 5.0.37
How can I set this up to work with BuddyPress?

That is dealing with Groups. My issue is the entire BuddyPress plugin. Nothing is working. I believe it might be the Permalink Settings.
