URL with Japanese Group Name

Hi, I have a group which name is in Japanese. It will generate the following URL.
http://chicaroku.com/groups/%E3%82%B7%E3%82%AB%E3%83%8B%E3%83%A5%E3%83%BC/It’s OK to open with Google Chrome but IE doesn’t recognize it. Our user says it was fine before upgrading to version 1.8.1
Is there any fix or any plugin to give alternate English name for URL but keep the Japanese Group Name on the title?
