Logged in user cannot access group directory

I have created a series of public groups, but when I create a new user and log them in they are unable to find/join/search/ or see any of the public groups I’ve created?
Any suggestions?
In the user dashboard, if I click on “Groups” the sub-menu items are “memberships” and “invitations” there seems to be no way for me to access/ find the public groups.
