When creating a Group, cannot see All Members

https://www.useloom.com/share/4c099579f47043ceb494885fd9f092d3When someone goes to create a group, they can search for a member if they know their name, but clicking on the link to view “All Members” isn’t working. Is this a setting I am missing or does this seem like a bug?
