– Where did you install WP in domain root or elsewhere?
– Did you use a webscript to install WP? There have been issues activating BP on WP installed with webhost instant WP scripts like fantastico, softalicious and the like And does your install meet server requirements https://codex.buddypress.org/getting-started/before-installing/#system-and-server-requirements
– After you created a network (made multisite) and before activating BuddyPress, have you checked if members able to create a blog?

After talking with RackSpace, it’s an issue with their Cloud Sites service – Doesn’t support wildcard DNS.
At least, I think that’s the problem… Any recommended hosts that offer scalability like them but in the $150/month range?

@htperkins Nice budget. A fraction of that could get you VPS or higher. Haven’t used RackSpace Cloud for a while, thought they supported wildcard DNS before, hmmm …
In any case, some hosts with VPS or better with panels or so within your budget coming to mind
