The Create Groups link has always been in the Groups Directory page, not in the individual groups page. There is also a Create Groups link in the BuddyPress section in the Admin Toolbar which I see you have disabled. You could add the link if you want in the menu you added for logged in users…[Read more]

@agentswall It’s working now. The “Create a Group” link is now alongside “All Groups” tab.

@agentswall problem is that you appropriated the Page you assigned to groups and filled it with posts. Edit the Groups page and remove any content/shortcode you might have placed there.

groups/create
manually and see the form? -

@agentswall If I input a dummy email then I wouldn’t be able to activate the account… unless you have a plugin activated which allows anyone to join without activating. Create something like username: test, password: test123, for example and I will delete it from your post here.
