After the last update to Buddypress 2.1 I’m having the same issue:
Uncaught TypeError: undefined is not a function (jq.cookie is not a function)
global.js?ver=2.1 (line 1329)

I’m using default bp theme (legacy) and WP 4.0 Multisite.
