Out of about 6000 members, we have around 1000 who have no entry with the type last_activity' in thewp_bp_activity` table.

/bp-templates/bp-legacy/buddypress/

it was patched in BP core a few years ago maybe this is something new which looks like the old thing or perhaps something got reverted inadvertently.
