Check if the hosting company has correctly installed GD library. If you went to GoDaddy, this is one of the issues you should resolve per topics I saw at WP.org. Contact hosting tech support wherever you’re hosted.

What theme are you using? Change to bp-default theme, keep all BP/WP plugins deactivated except BuddyPres. If that doesn’t solve it …

This doesn’t however create groups, blogs, etc.
Definitely for a test install. The last time I used this some months ago, when I deactivated/deleted/uninstalled the plugin, it took away all users etc as I think it was also mentioned in plugin site before.

What is the complete error warning? You might be looking at ajax.php when the problem is the phrase before that and the victim is ajax.php. See https://codex.wordpress.org/FAQ_Troubleshooting#How_do_I_solve_the_Headers_already_sent_warning_problem.3F
