In my case it seems to be related to the problem I am having with hidden groups being hidden from all users, admin, super admin, creator of group, everyone.
From docs if I click on the hidden group name I get the error.

I tried that and even invented a new user and had that user setup a hidden group. I can’t see the hidden group under the new user.
