Nothing that I have read about has worked. Deleted all of the bp tables from the database and re-installed and the problem still persists. It does not create or recognize pages. The pages configuration page in the settings is inoperable. All settings refuse to accept changes, no matter what other changes or remedies that I try. I have another site where bp appears to operate OK, so it is unfortunate that is appears useless on this one.
