“activate” or “network activate” for other new plugins?

When I install new BP-compatible plugins, I want to have full control of the plug in in root blog but allow other blog’s to have the end results.
Should I click “activate” or “network activate” for the new plugins?

If you want the plugins to be activated on sub-blogs, then they must be network-activated. But if the plugin page itself is also available on each individual blog, then your users can still customize settings. If you want, as you say “full control”, deactivate the plugin page on user blogs in “Options” > “Enable administration menus” (bottom of the page).
