Automated user progress meter

There are a number of plugins involving meters/tracking/progress, but none do what I need. I need it to
- Be tied a user profile
- Allow for each new user profile to have a meter
- Allow the user to input numbers themselves
Basically, like a fundraising progress meter, but each user account comes with the option to use it.
