Avatars don't sync with multisite and theming question.

Hi, I have noticed that when you set your avatar on a multisite network, it doesn’t set on all of them. How would you make them sync to all of them? Also, how do you make a theme for buddy press with bbpress installed. I couldn’t find any “good” documentation in the codex. I wanted to make a custom Bootstrap theme.
