Base Primary field

Hallo, i have a problem and i can not for 2 days find the solutions, to profil fields to Base Primary field does not exist the Visibility box, if one new user register they can choose from Visibility but than if is logg-in can not change this from Settings->Profil->Visible for., also as Admin can not this change. Have someone please the solutions? Thanks
