BP_ENABLE_MULTIBLOG stops activate working

    I am running a multisite with buddypress.

    The way I am operating it is that each buddypress network acts as its own separate network. I have used BP multi network plugin and made a few manual changes.

    Everything was working fine apart from being able to add a user and then activate them.

    On sub-site it is not possible to view “users.php?page=bp-signups”. I get the generic “you do not have sufficient permissions to access this page” error.

    On network admin I can view “users.php?page=bp-signups” but when I try to take action “/users.php?page=bp-signups&signup_id=2&action=activate” I get the same error.

    I enabled debugging but there was no warnings being generated.

    To debug this I have deleted all buddypress tables and plugins and started from scratch. I have identified that this error appears as soon as I define BP_ENABLE_MULTIBLOG in wp-config.php. If I disable this then it will work.

    I am using super admin account, wordpress 4.2.2 and most recent buddypress. Have tested on linux and IIS and get same issue.

    Can anyone give me some advice on how to fix this?
