Can Groups be the primary site users see?

We’re setting up a new BuddyPress site that will be based on actual geographic communities, such as cities. The site itself will be global, but when users in (for instance), Dubuque, Iowa log into the system to work on community issues, we only want them to see the Group we’ve created for Dubuque, and only be able to see and connect with users in the Dubuque Group. Is this easy to do? Is there a plugin that makes it easier?
