Can you assign email notifications to a Category?

We are looking for a tool for an Intranet site, where Managers can post articles, such a “New Job Openings” or “Special Event”, that will always go in the same Category, and this is the vital bit – where ALL subscribers will get an email notification to the posted article.We thought about a noticeboard, but would be good if it could be more “social media” esk…..
But where only Managers/Admins can post in a particular category, that ALL get told about.Thanks.
