Cannot get to register option

OK. Big ooppsss….
The http://domain.com.au/register is not working for me.
I am using a non-standard template, but have moved the register.php file across, and am sure everything else is enabled (as I never disabled anything).
What is the basics of getting the /register working/?
is it more than just moving the file…
