[Resolved] can't activate bbPress 2.3

Using WordPress 3.5.1 (installed as a directory in root) together with BuddyPress 1.6.5 I’m trying to upgrade from using group forums to bbPress version 2.3.1.
Following http://codex.buddypress.org/user/buddypress-site-administration/migrating-from-old-forums-to-bbpress-2/ to the letter except the version of bbPress is now 2.3.1. When I get to step 5 I get the insufficient permissions message.
Activating bbPress falters with the message:
You do not have sufficient permissions to access this page.
at http://localhost/wp351/wp-admin/index.php?page=bbp-about
The bbPress plugin seems to activate but really doesn’t and I can’t seem to proceed from here.Navigate to “Tools > Forums“ – Forums doesn’t exist under the Tools menu. This is where I’m stuck.
I updated permalinks but this makes no difference. I notice the WordPress Dashboard includes a widget for bbPress forums with the correct number of users but 0 forums, topics and replies.
When I tried this same process several weeks ago (perhaps with bbPress 2.3) it all worked well.
I’m using the a child of the bp-default BuddyPress theme and my server is running Apache.
Please help me. Where did I go wrong?
