Cover Image Cut Off

The cover image says to use 1080×225. When I do that, it’s cutting off part of the picture. I’ve tried resizing, but am having the same issue. I’ve ended up putting the pic and wording on a background so that I can force it to fit, but most users won’t know how to do that. I’ve tried it in my default theme, Divi and in Twenty-Fifteen and still have the same issue.
