Does BP allow only ‘Contributor’ to add Avatars??

We have a site in progress that has a multi vendor store, as well as a forum.
But when someone can create a store they are a ‘vendor’, and this seems to throw an error when they try to upload an avatar. But if I add one as Contributor, it works.Is there some means in BP to enable multi userroles to use it??
