enable blog posting from regular user panel; require admin approval for them

How do I enable blog posting from the user’s top bar nav panel (a sidebar link that would say “Post”). I don’t see it in the default install for a sample account I added. Second, all new posts need to be approved by the admin.

How do I get this functionality?

I want the same functionality that the admin gets in wp-admin for writing a post. I want to require all new posts to be reviewed by the admin before they are live.

There are several plugins for that.
Do a search for front end post.
