Error showing when checking for comments

I am getting the following error when the site checks for correct or complete information is provided when someone comments on a post.
“CTYPE html PUBLIC “-//W3C//DTD XHTML 1.0 Transitional//EN” “http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd”>
Error: please fill the required fields (name, email).”
any idea where to look?
