Explain me "send-invites" please

Hello,
dont understand this function. Into an active groupe i click /send-invites – but there is nothing to do. I would invite other people to this (active) group. But where? Here comes only this text:
“Du musst entweder deine Freundesliste aufbauen, oder deine Freunde wurden schon eingeladen bzw. sind neue Mitglieder.”
So i dont know, what user can do with this page
