family and individual registration

I am running wp 3.6 and setting up a new site for my community; the residents that live in the Presidio National Park in San Francisco (former military base now national park.) Many of the residences are occupied by families (many of those with children.) That balance by individuals.
There will be public info but there will also be private forums and blogs.
I want to control membership pretty tightly. 1. Register as an individual or as a family- with family members noted- without everyone having to signup as an individual. 2. Make it an option to withhold all or part of information like name and ages of children if the Parents do not want that listed.
So far I have only seen registration where everyone is registered individually and then the records (a family for instance) is associated to one another by having the same value in an additional field. I’d prefer to have something where a family or group could sign in a such and list its members (with emails)
I’d like suggestions and feedback about this- and pointers to any solutions.
