I’m an author. I write novels for Post Apocalyptic fiction. I am looking to create an online venue for other authors and myself to share our stories as we are writing them. I am looking for the right tools to use to create this site.

Here are the criteria of what I am wanting to do:

Every guest/user of the site must have a login.
Two primary areas/forums would be ‘stories in progress’ and ‘finished stories’
Each forum section would be a menu/TOC of stores in that section.
Select a story (topic?) and then the TOC only shows the chapters of that story.
Would like to have up/down vote buttons on the main content window displaying the chapter.
Would prefer that ‘comments’ be to the side in a scrolling window, rather than beneath the main story section. Would like to be able to ‘minimize’ the comments section so those just wanting to read a story can, without distractions of the comments.

Can BuddyPress delivery this solution?
