Group as Member

I would like to allow group administrators of “organization” group types to be able to represent their organization in other groups (e.g. “project” or “collaboration” group types). In this way, the administrator role could change in the organization but continue to participate in various projects under the leadership of a new administrator.
Anything like this already in existence? If not, how hard would it be to create it?
