help : inheriting / over riding admin bar CSS

I am trying to over ride the admin CSS.
In my theme, I am creating a new CSS file called adminbar.css under. This file is empty, no css added :
/wp-content/themes/YOURTHEME/_inc/css/adminbar.css
I also have the original file under wp-contentpluginsbuddypressbp-themesbp-default_inccss
Now the admin bar on the website appears and works fine. However, the admin bar on admin page has gone to the bottom of the page and has no formatting at all.
