Help with groups

Hello,

I want to create about 20 groups as an admin but I don’t want other users to create groups. I just want the subscribers to have the ability to create forums. Is there anyway I can do this?

Forum is attached to a group, the group creator gets to decide on whether there is a forum created for a group.

There are plugins that will provide control over who can create groups such as:
