How is "popularity" derived?

a bp_has_members check with type=popular returns nothing on my site, despite plenty of activity, which I’m defining as:
people are logging in
people are messaging each other
people are favoriting each other (r-a-y’s ‘BP Follow’ plugin, translated to ‘Favorite’)we disabled ‘friend’ relationships and ‘activity’ — so no wall or ‘mentions’
is this why bp_has_members returns nothing when set to type=popular?
