How to allow others to comment on a person’s activity stream?

I want to allow people to add comments to each others activity streams, rather than just be able to reply to comments the owner of the stream posts.
Is there a plugin that allows this? Or does anyone know how to set it up?
So far whenever I try to modify profile activity streams to allow for this, it will allow someone to post comments from another person’s stream, but those comments will still only show up on the person’s own stream regardless of who’s they were posted in.
