You should upgrade to the latest versions of both; even if you don’t care about new features, you’re missing out on important security fixes.

I am a newbie so I am using free host to start with and they only allow up to wordpress 3.2.1.

If they’re not letting you upgrade WordPress to the latest secure version, why do you consider your data safe? Find a better host.
