How to enable "Manage Signup" on different roles

My client needs access to see their member details but their role that I’ve granted to not the Administrator one. I use “User Role Editor” plugin to customise the accessibility level on each role. How could I enable “Manage Signup” under WP Admin >> User >> “Manage Signup” for another roles just for their viewing but without any permission to edit, delete, or even viewing Administrator account?
