@murasaki — you can implement a count on activity updates from a given user — either by creating a custom activity loop and doing a count on the number of items returned, or doing a database query directly (via the WP SQL API).
You’d then compare this against your upper limit and show the status box accordingly.
Will require good PHP / WP development knowledge.
Most use these scripts to build small niche communities. But they claim “Social Networking out of the Box”. Its too large a thing for most webmasters. Who need to build next facebook? Its already built up from scratch. These are not so customizable as per the users requirements. Cannot limit even email “Juggernaut”

Above Plugin “Limits only members with a certain amount of points access to updates & replies”. I am going to give it a try. I find this whole thing as Psychological. Limiting “User Updates” in this era of spamming is “Logical” and most developers are “Psychos”

As for limiting your member base from commenting / posting too frequently I simply don’t get the point, doubt you’ll ever grow a healthy content rich site by doing that, but each to their own.
