Hybrid Groups

I’d like to have a hybrid group that would be a combination of the private and public settings. It would all anyone to view content. However, membership would be restricted. This would be extra, but I’d like to restrict grou membership to only five people too, or at least have an easy way to monitor group size.
Any suggestions would be great! Thank you!
