Improving profile picture upload

Hello. Too often new applicant members on my website complete the required fields but do not upload the required profile picture. Often people don’t have a profile picture on their harddrive/desktop, and they don’t want to take a picture with the cmputer camera. My question is therefore if any of you has good ideas to increase the conversion at this point? IS there maybe a mobile application that allows you to easily upload a picture?
FYI, people are now filling out their basic data on the membership registration page. When done they are told an email is waiting for them and htey shoudl confirm their application. In the email it says that they should click on a link to confirm registration and to upload a profile picture. It will automatically take them to their personal edit profile picture page.
