Invalid Password

Hi,
I’ve had users complain of issues with their passwords and I have created some test accounts and have been able to duplicate them. If I change a user’s password, sometimes it will work 30 minutes later, but sometimes not. I also have used the Forgot Password link and reset the password that way and it will not allow me to log in. I’ve also reset them from the admin dashboard. I get an “Invalid Password” message under the login area.
Through many various tests I have noticed that if I change a password and then get an Invalid Password and then go into the dashboard and update ANY plugin or deactivate ANY plugin that I am then able to log in immediately with the new password.
The problem is that I have no idea why that is happening or how to fix it. Do you have any advice?
