Limiting Non Mods

I want to limit members in a group to only use the forums and not be able to post updates. Where can I change this so that non mods can’t use the update feature.
I read it somewhere and lost the link but I saw there was some minor editing to some php that did a check. If anyone can help me out with this that be great.
