Missing plugin? Group member permissions

Hey folks,
Any of you remember a plugin that allows a group admin to limit posting abilities to moderator and/or admin? I’ve searched for ages for it as it’s essential to the theme of my site, but can’t find it. Am I just using the wrong search terms?
Alternatively, I need a way to send an email alert to members (who have opted in) that the radio show (which the current group is named after) is about to air, or any other pertinent information for a listener. If anyone knows of an alternative plugin I could use, please suggest it. I also wouldn’t be afraid to put down a few bucks/quid/euro to have such a thing written.
