Peepso Vs BuddyPress

Currently on my social network, I use the Peepso Ultimate Bundle, but my options are very limited.
I use the Mycred plugin to reward platform users. But I can’t get them to negotiate these points inside.
Example: I need a common user to be able to create their group and CHARGE POINTS so that other common users can join it.
Would this be possible with BuddyPress? Or can only administrators do this?
